The Nursing Home COVID-19 Public File includes data reported by nursing homes to the CDC’s National Healthcare Safety Network (NHSN) system COVID-19 Long Term Care Facility Module, including Resident Impact, Facility Capacity, Staff & Personnel, and Supplies & Personal Protective Equipment, and Ventilator Capacity and Supplies Data Elements.

The Paycheck Protection Program (PPP) loans provide small businesses with the resources they need to maintain their payroll, hire back employees who may have been laid off, and cover applicable overhead. This data set includes businesses in Connecticut that received PPP funding, how much funding the employer received & how many jobs the employer claims they saved. The NAICS (National Industry Classification) was provided by the loan recipient.

This dataset includes loans under $150,000 and loans of $150,000 and above made to Connecticut businesses through August 8, 2020.

These projections are created based upon several datasets and while these estimates are developed based on multiple data sources, actual population changes may vary from these projections. To assist in planning, analysis, and decision making, the population projections have been developed based on state and locally derived fertility rates.

The Institute for Municipal and Regional Policy (IMRP) at Central Connecticut State University, in consultation with the Office of Policy and Management (OPM), has established a Racial Profiling Prohibition Advisory Board to help oversee the design, evaluation, and management of the racial profiling study mandated by PA 12-74, “An Act Concerning Traffic Stop Information.” The IMRP is working with the advisory board and all appropriate parties to enhance the collection and analysis of traffic stop data in Connecticut. Resources for the project are being made available through the National Highway Traffic and Safety Administration (NHTSA) grant, as administered through the Connecticut Department of Transportation.

The primary purpose of the project is to monitor and prohibit racial profiling in Connecticut and to comply with NHTSA grant requirements and are outlined below.

Analyze current racial profiling law and make recommendations to the Connecticut General Assembly to better align the statute to legislative intent and current best practices.
Ensure compliance with the racial profiling law in as efficient, effective, transparent and inclusive a manner possible.
Ensure compliance with NHTSA requirements of Section 1906 funding to include:
Fund activities to prohibit racial profiling in the enforcement of State laws regulating the use of Federal-aid highways
Collect, maintain and provide public access to traffic stop data
Evaluate the results of such data; and develop and implement programs to reduce the occurrence of racial profiling, including programs to train law enforcement officers.
The Racial Profiling Prohibition Project Advisory Board and the project staff have been meeting since May 2012 in an effort to outline a plan to successfully implement PA 12-74. The focus of this early phase of the project has been to better understand traffic stop data collection in other states. Four working groups were established to advise on various aspects of the process including; the standardized method for collecting, recording, reporting, and analyzing racial profiling data required by PA 12-74 and to accomplish tasks required to complete the Racial Profiling Prohibition Project.

The following dataset provides facility-level data for hospital utilization aggregated on a weekly basis (Friday to Thursday). These are derived from reports with facility-level granularity across two main sources: (1) HHS TeleTracking, and (2) reporting provided directly to HHS Protect by state/territorial health departments on behalf of their healthcare facilities.

The hospital population includes all hospitals registered with Centers for Medicare & Medicaid Services (CMS) as of June 1, 2020. It includes non-CMS hospitals that have reported since July 15, 2020. It does not include psychiatric, rehabilitation, Indian Health Service (IHS) facilities, U.S. Department of Veterans Affairs (VA) facilities, Defense Health Agency (DHA) facilities, and religious non-medical facilities.

For a given entry, the term “collection_week” signifies the start of the period that is aggregated. For example, a “collection_week” of 2020-11-20 means the average/sum/coverage of the elements captured from that given facility starting and including Friday, November 20, 2020, and ending and including reports for Thursday, November 26, 2020.

Reported elements include an append of either “_coverage”, “_sum”, or “_avg”.

A “_coverage” append denotes how many times the facility reported that element during that collection week.

A “_sum” append denotes the sum of the reports provided for that facility for that element during that collection week.

A “_avg” append is the average of the reports provided for that facility for that element during that collection week.

The file will be updated weekly. No statistical analysis is applied to impute non-response. For averages, calculations are based on the number of values collected for a given hospital in that collection week. Suppression is applied to the file for sums and averages less than four (4). In these cases, the field will be replaced with “-999,999”.

This data is preliminary and subject to change as more data become available. Data is available starting on July 31, 2020.

Sometimes, reports for a given facility will be provided to both HHS TeleTracking and HHS Protect. When this occurs, to ensure that there are not duplicate reports, deduplication is applied according to prioritization rules within HHS Protect.

For influenza fields listed in the file, the current HHS guidance marks these fields as optional. As a result, coverage of these elements are varied.

On May 8, 2021, this data set has been converted to a corrected data set. The corrections applied to this data set are to smooth out data anomalies caused by keyed in data errors. This dataset lists census tracts that have been identified as disproportionately impacted areas, according to Public Act 21-1, An Act Concerning Responsible and Equitable Regulation of Adult-Use Cannabis. "Disproportionately impacted areas" mean a census tract in the state that has either a historical conviction rate for drug-related offenses greater than one-tenth, or an unemployment rate greater than ten percent, as determined by the Social Equity Council.

Index Period: January 4th - January 31st

Indexing Type: Seasonally adjusted change since January 2020. Data is indexed in 2019 and 2020 as the change relative to the January index period. We then seasonally adjust by dividing year-over-year, which represents the difference between the change since January observed in 2020 compared to the change since January observed since 2019. We account for differences in the dates of federal holidays between 2019 and 2020 by shifting the 2019 reference data to align the holidays before performing the year-over-year division.
