Unlike prior years' where the audited financial information was compiled by OPM, the FY 2020 information in this edition was based upon the self-reporting by municipalities of their own audited data.

This dataset includes interim municipal reporting information for the Municipal Coronavirus Relief Fund (CRF) Program for Connecticut municipalities for the period July 1, 2020 through September 30, 2021 on eligible expenses.

The CRF Program was established by the CT Office of Policy and Management (OPM) to reimburse municipalities for costs incurred in responding to the COVID-19 pandemic with funds from the Federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act).

Census tracts designated as Opportunity Zones. Qualified census tracts are those that have a poverty rate of at least 20 percent of a median income that does not exceed 80 percent of the area median income. The opportunity fund model encourages investors to pool their resources in opportunity zones, increasing the scale of investments going to underserved areas. The program provides a federal tax incentive for investors to re-invest unrealized capital gains into opportunity zones through opportunity funds. Under the terms of the program, the governor of each state must submit a plan to the federal government designating up to 25 percent of the qualified census tracts in their state as opportunity zones, which is then subject to approval of the Secretary of the Treasury.

Connecticut’s planning regions provide a geographic framework within which municipalities can jointly address common interests, and coordinate such interests with state plans and programs. State statutes authorize the secretary of the Office of Policy and Management (OPM) to designate or redesignate the boundaries of logical planning regions, whereas the member municipalities of each planning region are authorized under separate state statutes to establish a formal governance structure known as a regional council of governments (RCOG).

The Office of Policy and Management (OPM) recently completed a comprehensive analysis of the boundaries of logical planning regions in Connecticut under Section 16a-4c of the Connecticut General Statutes (2014 Supplement). This analysis resulted in the number of planning regions being reduced from the original fifteen (15) to nine (9), as a result of four (4) voluntary consolidations and the elimination of two (2) planning regions.
