The Office of Policy and Management maintains a listing of all real estate sales with a sales price of $2,000 or greater that occur between October 1 and September 30 of each year. For each sale record, the file includes: town, property address, date of sale, property type (residential, apartment, commercial, industrial or vacant land), sales price, and property assessment.

Annual real estate sales are reported by grand list year (October 1 through September 30 each year). For instance, sales from 2018 GL are from 10/01/2018 through 9/30/2019.

A mill is equal to $1.00 of tax for each $1,000 of assessment. To calculate the property tax, multiply the assessment of the property by the mill rate and divide by 1,000. For example, a property with an assessed value of $50,000 located in a municipality with a mill rate of 20 mills would have a property tax bill of $1,000 per year.

The rates for each year are based on the grand list from two years prior. For example, the mill rates for the 2021 fiscal year are based off the 2019 grand list.

Starting in FY 2017, legislation allows municipalities and special taxing districts to tax motor vehicles at a different rate than other taxable property, but it imposes a cap on the mill rate for motor vehicles. No district or borough may set a motor vehicle mill rate that if combined with the motor vehicle mill rate of the town, city, consolidated town and city or consolidated town and borough in which such district or borough is located would result in a combined motor vehicle mill rate above the cap.

The Grand List is the aggregate valuation of taxable property within a given town. This dataset includes a breakdown for taxable categories and exemptions from 2011-2023 Grand List years. The following categories and exemptions are included:

This registry provides a list of licensed nursing facilities in Connecticut as of September 30th each year, beginning with data from 2013. For each facility, this dataset includes aggregate resident demographic information, private pay rates for private and semi-private rooms, payment sources and occupancy levels for each year.

The Small Town Economic Assistance Program (CGS Section 4-66g) funds economic development, community conservation and quality-of-life capital projects for localities that are ineligible to receive Urban Action (CGS Section 4-66c) bonds. This program is managed by the Office of Policy and Management, and the grants are administered by various state agencies.
